Many have seen the video showing the murder of a helpless man at the hands of gang member under the guise of law enforcement. The fact that a city has assembled a group of people, assigned them a territory, given them weapons, badges, and colors, set guidelines, that only they approve, and then sent them out with their blessing to enforce their rules with the threat of violence, fines, imprisonment, intimidation, and even death is the exact definition of a gang.
